|Abstract:||韓國近年來積極發展家庭政策，核心概念為「健康家庭」，重視家庭有關的教育與服務，開啟了韓國家庭政策的新典範，因此本篇文章旨在介紹韓國家庭政策中最基礎且最重要的「健康家庭法」（The Framework Act on Healthy families），全文先介紹韓國的社會、經濟、人文特色；家庭政策的發展脈絡；健康家庭法的內容；健康家庭法的執行成果；最後提出健康家庭法的特色、省思與啟示等。參照南韓的健康家庭法及家庭政策與實務的經驗，具有四項特色；（1）韓國政府對推展家庭政策積極努力；（2）建構各級政府家庭政策執行體制；（3）健康家庭的服務體系能提供整合性的服務；（4）依法培育專業工作者來推動健康家庭工作。從南韓的經驗有三項省思：（1）高齡人口的家庭教育與服務內容猶有不足；（2）政策實際執行層面未見中短程計畫和整體計畫的串連；（3）未捉到經費預算部分。對台灣未來發展家庭政策、教育與服務推動的啟示有四：（1）我國政府應更積極投入家庭政策的推動；（2）家庭政策的推動要有完整而系統化的體系；（3）地方綜合服務單位的設置；（4）專責人員的培育與進用之推動，刻不容緩。期盼本文的拋磚引玉可作為我國未來發展家庭政策與實務工作的借鏡與參考。|
In recent years, the government of South Korea had developed family policies actively. The core concept of Korean family policies is "Healthy Families". Because of the emphasis on family-centered services and policies, it has signed a new family policy paradigm in Korea. This study is aimed to introduce the most basic and important family policy "Framework Act on Healthy families" and its practice in South Korea. The first is introduced Korean social, economic and cultural characteristics, and then are the contexts of family policy development, the contents of "Framework Act on Healthy families", and the results of its implementation. Reference to South Korea's "Framework Act on Healthy families" and the developmental experiences, there are four characteristics: (1) The government makes every efforts to promote family policy. (2) To establish family policy execution systems from the hierarchies of government administration. (3) To provide integrated services by the healthy family service systems. (4) To nurture the certified healthy family specialists to promote the family practices according to the "Framework Act on Healthy families". There are also three reflection: (1) Shortage of the family life education and family services about the seniors. (2) Lack of the connection of the short to medium range planning with the overall planning. (3)Not mentioned about the budget of family policy implementation. From Korean experiences, it inspires us to develop and comply Taiwan's family policy to achieve: (1) Our government should be more actively to promote family policy. (2) We need comprehensive and systematic systems to promote the family policy. (3) There should be comprehensive service units to set in local area. (4) It's urgency to bring up the family specialists to implement the family policy and services. It is expected that this paper can be a reference in the development of Taiwan's family policies and in a practical framework for the future.
