Abstract: 霸凌問題的重視在美國已經存在許久(目前已經有的州制訂反霸凌法案) ,但在臺灣卻一直到最近才日益受到重視。美國紐約市是美國人口聚集最多,種族也最多樣的城市之一。市區內的學校問題層出不窮,對於霸凌問題規定上勢必有值得參酌之處,因此本文針對紐約市「全市紀律和處遇措施標準(Citywide Standards of Intervention and Discipline Measures) 」 詳加介紹,並與臺灣的「維護校園安全實施要點」以及「學校訂定教師輔導與管教學生辦法注意事項」兩項規定進行比較,期望可以在其中獲得一些值得借鏡的經驗,以提供臺灣教育政策制定之參考。
Bullying represents a serious problem in U.S. schools for a long time ( There are 45 stateshaving against bullying laws in U. S.). There is increasing attention on the problem recently in Taiwan. New York City is one of the crowded and multiracial cities in U.S. There are a lot of school problems in school districts; therefore, the provisions on the issue of bullying should have distinctive lessons. The authors detail the provisions of bullying in “ Citywide Standards of Intervention and Discipline Measures" and compare it with Taiwan's provisions. The purpose is that Taiwan can learn from New York city experiences on school bullying.
