Abstract: 本研究旨在探討台灣教師評鑑制度形成之社會文化脈絡、教師評鑑制度之務展沿革、教師評鑑制度之現況與方案內容,並從制度面分析方案內容,釐清相關問題並提出未來展望,以作為未來全面推動教師專業評鑑之參考。本研究全面檢視台灣教師評鑑制度之相關文件,並針對曾參與教師評鑑制度雄動過程之重要學者、家長代表、教師會代表、試辦學校教師,進行深度訪談,以深入瞭解評鑑制度發展之社會文化脈絡、發展沿革、方案內容與相關問題等。 近年來我國教育改革強調政策鬆綁,教師專業自主權提升,相對的,對於教師素質與績效責任的要求日益重視,對於過去流於形式的「公立學校教職員成績考核辦法」急思改革,教師評鑑制度遂在這樣的環境脈絡下逐步創生。台灣教師評鑑制度的形成可溯源自台北市教學輔導系統,歷經高雄市的試辦教師導業評鑑,乃至目前教育部的試辦階段。而 2005 年公布的「教育部補助試辦教師專業發展評鑑實施計畫」,對於教師評鑑的目的、評鑑小組的組成與任務、評鑑內容、評鑑方式、評鑑結果之運用,皆有詳細之規劃。本研究分別從教師評鑑制度的定位、教師評鑑概念的釐清、教師對於評鑑制度之疑慮、評鑑指標所反映之精神、評鑑標準之採行,以及學校本位教師評鑑等層面,分析評鑑制度的問題。本研究建議未來應拉高教師評鑑之誰動層級,避免步調不一致,且應重視評鑑之後設分析,以利教師評鑑制度之全面推動。
The purpose of this paper is to explore the development of teacher evaluation system and program in Taiwan from the aspects of social and cultural context, historical development, current system and programs, the important issues and suggestions for the future. This study comprehensively analyzed the documents related to teacher evaluation and interviewed the representatives of stakeholders to understand the development and problems of the teacher evaluation system. This study raised and discussed the following issues related to teacher evaluation system: conforming the orientation of teacher evaluation, clarifying the concept of teacher evaluation, decreasing teachers’doubt about the evaluation system, developing different evaluation standards for teachers with different teaching experiences, increasing the credibility of peer evaluation, improving the profession of school-based evaluation, and developing the evaluation standards based on the local context.
