The purpose of this study are：〈1〉to examine the strong points and shortcomings of current entrance procedures of the senior high and the senior vocational schools in Taiwan Province, and〈2〉to work out ways for improving the procedures. Three method are used in this study, namely, literature review, comparative study, and questionnaire survey. The literature review is used to examine the current status of the procedures for entrance to senior high and senior vocational schools in Taiwan Province and the scholars' propositions on how to improve the procedures. The questionnaire survey is conducted to collect the popular opinions on how to improve the procedures. The comparative study is made to explore the current procedures for entrance to senior high and senior vocational schools in such country as Japan, Korea, France, West Germany, England, Singapore and the U.S.A.. Based on the findings of this study, the following propositions are offered：1.Having caused many problems in the secondary education of the province, the entrance examination to senior high and senior vocational schools should be abolished in future and replaced by an application system. 2.The main features of the application system are as follows：1). The senior high schools and the senior vocational schools in each county or city of the province should establish a joint selection committee respectively to process the applications. 2). Only those students who meet the minimum criteria set in terms of the score of a provincial graduation examination and the scholastic record of junior high school are eligible to apply for admission. 3). The eligible students are permitted to apply only to the selection committee of the county or city where they reside for admission to its senior high schools, while they are entitled to choosed one of the selection committees in the province to apply to for admission to its senior vocational schools. 4.)
