The assessment of the disabled elderly has been conducted by the Bureau of Social Welfare in Taipei for approximately ten years. During this period, the policy of the home care service has been amended, which also affected the functions of social workers. The purpose of this study is to understand the policy changes of the home care service and the impacts. In the meanwhile, this study also tried to understand how social workers interpreted their own professional roles as well as the related issues which social workers encountered. This study used in-depth interviews for eight front-line social workers and two administrative staffs. The major findings of this study were:(1)the autonomy of social workers had been changed due to the case re-examination system which was implemented by administrators.(2)the professional role of social workers had been changed from pure evaluators to home service case managers, and then has been expanded to the case managers of the disabled elderly. Finally, the policy recommendations of this study were presented in terms of social work practice, social welfare system and the health system.
