Abstract: 強化社會安全網計畫第1期(2018-2020年)基礎建構將要結束,明年要進到第2期(2021-2024年)主題深化,專業人力的補足及專業能力的精進,是此計畫推動成功的重要關鍵因素之一。對此,本研究的目的在於,瞭解強化社會安全網推行下,成保社工督導者在發揮督導角色功能的實務,以及其工作過程中所面臨的挑戰與因應策略;並依據研究結果,對成人保護社會工作督導在政策、專業訓練與實務促進等等方面提出建議。 本研究以質化研究方法,成人保護社工督導為研究對象,總共邀請6位直轄市成保社工督導參與本研究。採用深度訪談法做為蒐集資料方式,而以主題分析法為資料分析方法。本研究結論如下: 一、社安網下成保社工督導的實務督導變化,包括社安網帶來成保案量及工作挑戰度增加、成保社工督導沒有覺察成保工作之改變,以及社安網需要與基層成保社工督導再對話 二、社安網下成保督導的實務精進經驗,則有精進成保社工的多元文化能力、協助社工在負荷量增加時的個案處遇,以及促進社工與相對人或案家屬的工作。 三、社安網下跨體系網絡合作之工作經驗,主要為優化與衛政系統合作之工作經驗,強化與警政、教育、司法等網絡合作之工作經驗等等。
The first phase (2018-2020) of the Social Safety Network Program is about to end, and the second phase (2021-2024) will begin next year. The second phase will look into further strengthening the program. Having sufficient manpower and building up the professionals' capabilities are the keys to the success of this program. The research aims to understand the challenges and coping strategies from the social work supervisors’ perspectives of adult protection during the implementation of the program. From the results of this research, suggestions on policies, practices, and professional training will be put forth. This research is a qualitative study and the target research group is the adult protection supervisors. A total of 6 supervisors from various municipal cities are participated. The data collection is done by in-depth interview and data analysis is done through thematic analysis. The main conclusion is as follows: I.The changes in the practice of the adult protection under the social safety network program has reflected an increase in the number of cases and work challenges. However, the supervisors do not feel any change from their work. Therefore, there is the need to have ongoing dialogues between the supervisors and supervisees. II.The extensive experiences of social work supervisors will have an impact on the social workers’ abilities to deal with diversity cases, to cope with a heavy caseload, and to engage services for perpetrators of family violence. III.Multi-agency collaboration under the social safety network program should be optimized with the other governmental agencies such as mental health, police, education, and justice systems etc.
